Bu çalışmanın temel amacı, sağlık turizmi sektörünün ülkemiz genelinde hızla büyüyen ve önem kazanan yapısını geçmişten günümüze kadar kapsamlı bir Şekilde ele almak ve gelecekte bu sektörün nasıl bir yön izleyeceğini kapsamlı biçimde değerlendirmektir. Sağlık turizmi, insanların sadece kendi ülkelerinde değil, farklı ülkelerde de sağlık hizmeti alma ihtiyacının giderek artmasıyla birlikte ortaya çıkmış ve çok boyutlu etkiler yaratmıştır. Bireyler açısından sağlık turizmi, daha uygun fiyatlı, daha kaliteli veya daha hızlı erişilebilen sağlık hizmetlerine ulaşması açısından önemlidir. Ülkemiz açısından ise bu alan hem ekonomik bir gelir kaynağı hem de sosyal ve kültürel etkileşimlerin artmasına olanak tanıyan önemli bir alan haline gelmiştir. Bu nedenle çalışmada sağlık turizminin tarihsel gelişimi, bugünkü uygulama alanları ve özellikle Türkiye‘nin bu alandaki konumu detaylı Şekilde incelenmiştir. Ayrıca, gelecekte sektörü Şekillendirecek teknolojik, demografik ve ekonomik eğilimler, fırsatlar ve potansiyel riskler de kapsamlı olarak değerlendirilmiştir. Bu derleme çalışmasında sağlık turizmi konusu ile ilgili, tarihsel süreç, güncel uygulamalar ve geleceğe yönelik öngörüler çerçevesinde değerlendirme yapılmıştır. Yöntem olarak literatür taraması, akademik makaleler, resmi istatistikler ve uluslararası kuruluşların verileri ışığında geçmişten günümüze sektörel değişimler analiz edilmiştir. Sağlık turizmi, özellikle son yıllarda hızla büyüyen ve ülkeler arası rekabetin arttığı stratejik bir sektör haline gelmiştir. Uygun maliyet, kaliteli hizmet sunumu ve bekleme sürelerinin kısa olması gibi önemli avantajlar sayesinde pek çok ülke sağlık turizmi alanına yatırım yapmaktadır. Ülkemizde sağlık turizmi alanında son yıllarda dikkat çekici bir büyüme göstermiştir. Uluslararası Sağlık Hizmetleri A.ġ. (USHAŞ) tarafından yayımlanan verilere göre, 2021 yılında sağlık tedavisi amacıyla Türkiye'yi ziyaret eden yabancı hasta sayısı 670 binin üzerinde gerçekleşmiştir. Bu sayı, 2022 yılında bir önceki yıla kıyasla yaklaşık %88 oranında artarak 1,25 milyonu aşmıştır. 2023 yılında da artış eğilimi sürmüş ve sağlık turisti sayısı 1,8 milyonu geçmiştir. En güncel verilere göre ise 2024 yılında Türkiye, sağlık turizmi kapsamında 2 milyon uluslararası ziyaretçiyi ağırlamış ve bu faaliyetlerden yaklaşık 3 milyar Amerikan doları tutarında gelir elde etmiştir. Bu veriler, Türkiye'nin sağlık turizmi alanındaki kapasitesini artırma konusundaki stratejik hedeflerinin başarılı bir şekilde hayata geçirildiğini göstermektedir. Özellikle kamu-özel iş birliği, nitelikli sağlık personeli, modern hastane altyapısı ve rekabetçi fiyat politikaları Türkiye'yi sağlık hizmetleri alanında uluslararası ölçekte cazip bir destinasyon haline getirmiştir. Ayrıca bu süreçte, sağlık turizmi sadece tedavi amaçlı bir hizmet olmaktan çıkıp, bütünleşmiş turizm deneyimlerini de kapsayan geniş bir sektör haline gelmiştir. Türkiye, coğrafi konumu, geliĢmiĢ sağlık altyapısı, deneyimli sağlık personeli ve uygun fiyat avantajlarıyla sağlık turizmi alanında ön plana çıkan ülkelerden biridir. Özellikle estetik cerrahi, saç ekimi, diĢ tedavisi, onkoloji, ortopedi ve göz hastalıkları gibi branĢlarda Türkiye, uluslararası hastalar için cazip bir merkez olarak kabul edilmektedir. Ayrıca yaĢlı ve engelli turizmine yönelik hizmetlerin geliĢmesi, Türkiye‘nin sağlık turizmi çeĢitliliğini artırmaktadır. Sağlık Bakanlığı tarafından yetkilendirilen kurumlar ve hastaneler, uluslararası standartlarda hizmet sunarak Türkiye‘nin itibarını güçlendirmektedir.
Gelecekte sağlık turizmini Ģekillendirecek en önemli faktörler arasında dijital sağlık teknolojileri önemli bir yer tutmaktadır. Tele-tıp uygulamaları, yapay zekâ destekli tanı ve tedavi yöntemleri, dijital hasta kayıt sistemleri ve kiĢiselleĢtirilmiĢ sağlık hizmetleri, hasta deneyimini ve tedavi kalitesini artıracaktır. Ayrıca dünya genelinde yaĢlanan nüfusun artması, kronik hastalıkların yaygınlaĢması ve sağlık hizmetlerine olan bireysel taleplerin çeĢitlenmesi sağlık turizminin kapsamını da geniĢletecektir. Bu durum, sağlık turizmi sektöründe yeni hizmet alanlarının ve farklılaĢmıĢ tedavi paketlerinin ortaya çıkmasına olanak tanıyacaktır. Ek olarak, sağlık turizminin ekonomik ve sosyal boyutları giderek daha fazla önem kazanacaktır. Ülkeler için sağlık turizmi, yalnızca gelir sağlamakla kalmayıp, istihdam yaratma, kültürel alıĢveriĢ ve uluslararası iĢ birliklerinin geliĢmesi gibi katkılar sunmaktadır. Türkiye özelinde bakıldığında, sağlık turizmi sektöründeki büyümenin sürdürülebilir olması için kalite standartlarının korunması, hasta memnuniyetinin artırılması ve sektörün dijital dönüĢüme uyum sağlaması kritik önemdedir. Ayrıca, sağlık turizminin toplumsal kabulü ve hukuki altyapısının güçlendirilmesi, sektörün uzun vadeli baĢarısı açısından gereklidir. Sonuç olarak, Sağlık turizmi, tarihsel süreçte dini inançlar ve doğal tedavi merkezleriyle baĢlamıĢ; günümüzde ise ileri tıbbi teknolojiler, düĢük maliyetler ve uzman sağlık personeli sayesinde önemli bir endüstri haline gelmiĢtir. Türkiye, coğrafi konumu, kaliteli sağlık altyapısı ve rekabetçi fiyatlarıyla bu alanda öne çıkmaktadır. Gelecekte dijital sağlık hizmetlerinin, yapay zekâ destekli teĢhis ve tedavi yöntemlerinin, hasta memnuniyetine yönelik uygulamaların ve sürdürülebilir sağlık politikalarının sektöre yön vermesi beklenmektedir. Sağlık turizminin geliĢimi, ekonomik kalkınmaya katkıda bulunurken aynı zamanda sağlık sistemlerinin ve hizmet kalitesinin de iyileĢtirilmesini teĢvik etmektedir. Bu bağlamda, gelecekte sağlık turizminin baĢarılı olması için çok boyutlu stratejilerin uygulanması, teknolojik yeniliklere yatırım yapılması ve uluslararası standartlara uyumun sağlanması gerekmektedir. Sağlık turizminin önümüzdeki yıllarda da büyümesini sürdüreceği ve küresel sağlık sistemlerinde önemli bir paya sahip olmaya devam edeceği öngörülmektedir.
The primary aim of this study is to comprehensively address the rapidly growing and increasingly important structure of the health tourism sector in our country from past to present, and to extensively evaluate the future direction of this sector. Health tourism has emerged with the increasing need for people to receive health services not only in their own countries but also in different countries, creating multidimensional effects. For individuals, health tourism is important in terms of accessing more affordable, higher quality, or faster healthcare services. For our country, this field has become an important area that is both an economic source of income and allows for increased social and cultural interactions. Therefore, the historical development of health tourism, its current application areas, and especially Turkey's position in this field are examined in detail in the study. In addition, technological, demographic, and economic trends, opportunities, and potential risks that will shape the sector in the future are also comprehensively evaluated. In this review study, an evaluation was conducted regarding the topic of health tourism, within the framework of the historical process, current applications, and future-oriented predictions. As a method, sectoral changes from past to present were analyzed in light of literature review, academic articles, official statistics, and data from international organizations. Health tourism has become a strategic sector that is growing rapidly, especially in recent years, and where competition between countries has increased. Many countries are investing in the field of health tourism thanks to important advantages such as reasonable costs, quality service delivery, and short waiting times. Health tourism in our country has shown remarkable growth in recent years.
According to the data published by International Health Services Inc. (USHAġ), the number of foreign patients who visited Turkey for health treatment in 2021 was over 670,000. This number increased by approximately 88% compared to the previous year in 2022, exceeding 1.25 million. The increasing trend continued in 2023, and the number of health tourists exceeded 1.8 million. According to the most up-todate data, Turkey hosted 2 million international visitors within the scope of health tourism in 2024 and generated approximately 3 billion US dollars in revenue from these activities. These data show that Turkey's strategic goals regarding increasing its capacity in the field of health tourism have been successfully implemented. In particular, public-private partnerships, qualified healthcare personnel, modern hospital infrastructure, and competitive pricing policies have made Turkey an attractive destination on an international scale in the field of healthcare services. In addition, in this process, health tourism has ceased to be just a treatment-oriented service and has become a broad sector that also includes integrated tourism experiences. Turkey is one of the prominent countries in the field of health tourism with its geographical location, developed health infrastructure, experienced health personnel, and affordable price advantages. Especially in branches such as aesthetic surgery, hair transplantation, dental treatment, oncology, orthopedics, and eye diseases, Turkey is accepted as an attractive center for international patients. In addition, the development of services for elderly and disabled tourism increases the diversity of health tourism in Turkey. Institutions and hospitals authorized by the Ministry of Health strengthen Turkey's reputation by providing services at international standards. Digital health technologies are among the most important factors that will shape health tourism in the future. Telemedicine applications, artificial intelligence-supported diagnosis and treatment methods, digital patient record systems, and personalized health services will increase patient experience and treatment quality. In addition, the increase in the aging population worldwide, the widespread prevalence of chronic diseases, and the diversification of individual demands for health services will also expand the scope of health tourism. This situation will allow the emergence of new service areas and differentiated treatment packages in the health tourism sector. In addition, the economic and social dimensions of health tourism will become increasingly important. For countries, health tourism not only provides income, but also offers contributions such as job creation, cultural exchange, and the development of international collaborations. When looking specifically at Turkey, maintaining quality standards, increasing patient satisfaction, and adapting to the digital transformation of the sector are of critical importance for the sustainable growth of the health tourism sector. Furthermore, the social acceptance and strengthening of the legal infrastructure of health tourism are necessary for the long-term success of the sector.
In conclusion, health tourism has evolved from religious beliefs and natural treatment centers in the historical process; today, it has become an important industry thanks to advanced medical technologies, low costs, and expert healthcare personnel. Turkey stands out in this field with its geographical location, quality healthcare infrastructure, and competitive prices. In the future, digital health services, artificial intelligence-supported diagnosis and treatment methods, patient satisfactionoriented applications, and sustainable health policies are expected to shape the sector. The development of health tourism contributes to economic development while also promoting the improvement of healthcare systems and service quality. In this context, the implementation of multi-dimensional strategies, investment in technological innovations, and ensuring compliance with international standards are required for the success of health tourism in the future. It is predicted that health tourism will continue to grow in the coming years and continue to have an important share in global healthcare systems.
