Priority Analysis of Rural Development Programs of DAP Regional Development Administration Using the MEPSI Method

Özet

Regional development is an important concept in terms of mitigating economic disparities among various regions, ensuring equitable access to opportunities for growth, employment, and enhanced living standards. The policies relevant with this issue contibute balanced and sustainable development by eliminating infrastructure deficiencies, optimizing resource utilization, and encouraging innovation and entrepreneurship at the local level.  By empowering communities and supporting regional economies, regional development practices also contribute to national stability, social cohesion, and long-term prosperity. Given the significance of this issue, this study aims to identify the performance rankings of the financial programs implemented by the Eastern Anatolia Project Regional Development Administration for regional development in 2024. Considering the data obtained from the annual reports of this institution, five distinct financial support programs were analysed according to five different criteria by employing Mutriss Enhanced Preference Selection Index (MEPSI) method. According to the findings of the research, the primary criterion for assessing the significance of these financial programs was identified as the "Number of Projects," while the program that demonstrated the highest degree of success was identified as "Small-Scale Agricultural Irrigation". The consistency of the implemented methodology is further substantiated by two distinct sensitivity analyses.
