Abstract: The basic centre that sustains the Ottoman culture and especially the classical Ottoman literature is Istanbul. The other places with city features are generally mentio-ned as provincial. Naturally, classical Ottoman Poets in the provincials have not been regarded like those who live in Istanbul. Because of this perhaps some of those poets have not been placed in source materials and bibliography books. One of these poets is Ruhi. Ruhi, a tradesman, is from Sivas and lived in the 19th century. His only known work is ‘Divan’s. Ruhi has given significant information about the social life in Sivas particulary is his kasida and histories. In some of his lyrics Nabi ecole is observed. Be-sides, likewise in the Ottoman poem tradition he complaint about his fortune and des-tiny, and also mentioned about a lover who could not reunite to the beloved.
