Ülkelerin sağlık harcamalarını dolayısıyla sağlıkla ilgili etkinlik çıktılarını etkileyen en önemli faktörlerden biri uygulayıcısı olduğu sağlık sistemi modelleri ve bu modellerin özellikleridir. Çalışmada G20 üyesi 19 ülkenin 2000-2015 dönemine ilişkin veriler doğrultusunda sağlık sistemi modelleri sağlık, demografik ve ekonomik göstergeler açısından karşılaştırılmalı olarak incelenmiş ve değerlendirilmiştir. Yapılan değerlendirme de kötü durumda olan model ve ülkelerin ABD haricindeki Serbest Piyasa Sistemi uygulayıcıları olduğu görülmektedir. Değerlendirme de iyi durumda olan model ve ülkeler Bismarck Sistemi uygulayıcıları Almanya, Japonya; Beveridge Sistemi uygulayıcıları Avustralya, İtalya’dır. Ülkelerin ekonomik gelişmişliklerinin bir yansıması olarak Türkiye’de sağlık ile ilgili etkinlik çıktıları ve sağlığa ayrılan finansman diğer G20 üyesi ülkelere göre düşük görünmesine rağmen sağlık göstergelerinde gösterilen iyileşme ve bunun bir anlamda refah düzeyinde yansıtmasının sonucu iyi durumda olduğu; elde edilen başarıların devamının ve reformların sürekliliğinin gerekliliğini belirtmek mümkündür.
One of the most important factors affecting the health expenditures of the countries, and therefore the health-related efficiency outputs, is the health system models that it implements and the characteristics of these models. In the study, health system models of 19 G20 member countries were examined and evaluated comparatively in terms of health, demographic and economic indicators in line with the data for the period of 2000-2015. In the evaluation, it is seen that the models and countries that are in bad shape are the practitioners of the Free Market System, except for the USA. Models and countries in good standing in evaluation Bismarck System practitioners Germany, Japan; Beveridge System practitioners are Australia, Italy. As a reflection of the economic development of the countries, although the health- related efficiency outputs and the financing allocated to health in Turkey seem low compared to other G20 member countries, the improvement in health indicators and its reflection in a sense of welfare are in good condition; It is possible to state the necessity of the continuation of the achievements and the continuity of the reforms.
