Demokrat Parti (1950-1960) dönemi Türkiye’nin yakın tarihinde siyasal açıdan pek çok gelişmeye kaynaklık etmiştir. DP bu dönemde basın-basın özgürlüğü açısından da önemli bir ivme yaratmıştır. Çalışma, basın özgürlüğünün en geniş olduğu kabul edilen bu dönemde yayınlanmış olan Hücum gazetesini incelemektedir. Hücum (1952-1953) Sivas’ta yayınlanan haftalık bir siyasi-mizah gazetesidir. Çalışma öncelikle, hakkında hiçbir bilimsel araştırma olmayan gazeteyi gün ışığına çıkarmayı amaçlamaktadır. Çalışmada önce kısa bir teorik yaklaşımla demokrasi ve basın özgürlüğü ilişkisine değinilmektedir. Daha sonra, DP dönemi basın politikası incelenmekte ve Hücum gazetesinin DP döneminin toplumsal, ekonomik ve siyasal gelişmelerine yerel açıdan bakışı değerlendirilmektedir. Bu çerçevede, gazetenin haber/yazı içeriğinin, sağlık, temizlik, polis/jandarma şiddeti, kamu kurumlarında yolsuzluk/suiistimal ve partizanlık gibi sorun ve konuları gündeme getirdiği ve eleştirdiği tespit edilmiştir. Çalışmada ayrıca, DP’nin iktidardaki ilk yıllarında bile basın özgürlüğünün sorunlu olduğu ileri sürülmekte ve tartışmaya açılmaktadır. Nicel ve nitel yöntemlerin birlikte kullanıldığı betimleyici çalışmada, gazetenin Milli Kütüphane’de mevcut olan, 1952-1953 yıllarına ait toplam sekiz sayısı incelenmiş, ayrıca konuyla ilgili literatür kaynakları ve resmi belgelerden yararlanılmıştır. Çalışmanın, basın tarihine ve DP-basın konulu çalışmalara katkıda bulunacağı düşünülmektedir.
The Democratic Party (DP) (1950-1960) period has witnessed many political developments of Turkey’s recent history. During this period, the DP achieved an important momentum in terms of freedom of the press. The study examines the Hücum newspaper, which was published in this period, which is considered to have allowed the widest freedom of the press. Hücum (1952-1953) is a weekly political-humor newspaper published in Sivas. The study first discusses the relationship between democracy and freedom of the press within a theoretical framework. Then, the press policy in the DP period is examined and Hücum’s local perspective on the social, economic and political developments in the DP period is evaluated. In this descriptive study carried out using a qualitative design, a total of eight issues of the newspaper from 1952- 1953, available in the National Library, were examinde, and literature sources and official documents related to the topic were used. The study revealed that the news/article content of the newspaper brought up problems and issues such as public services, poliçe/gendarme violence, partisanship/nepotism and the ecomomy, and followed a publishing policy opposing to the political power. The study also argues that freedom of the press was problematic even in the DP’s first years in power. It is thought that the study will contribute to the history of the press and studies on DP-press/press freedom.
